Personal care and body art business

Under the Public Health and Wellbeing Act 2008 your business must be registered with Council's Health and Building Services team if you provide the following:

  • hairdressing
  • beauty treatment, including waxing, manicures, pedicures, application or mending of artificial nails, facial or body treatment, application of cosmetics
  • skin penetration procedures, including ear piercing, body piercing, electrolysis, tattooing
  • colonic irrigation.

Health premises establishment specification

Melton City Council Health Establishment Specifications are designed to assist you with compliance with the Public Health and Wellbeing Act 2008 and the infection prevention and control guidelines.

Plan assessment

It is recommended that prior to undertaking any works at a proposed Health premises or at an existing Health premises, you submit a copy of your floor plans for assessment. You can alternatively request an inspection by a Health and Building Services Officer.

We recommend that you not begin any works on your new Health premises before receiving your approved plans.

Registration inspection

Our Health and Building Services Officers must conduct a registration inspection to ensure compliance with the Public Health and Wellbeing Act 2008 and the Melton City Council Health Establishment Specifications. You can then apply for registration of your Health premises. Upon receipt of your Registration of a Public Health and Wellbeing Premises Certificate, you can begin trading.

A new proprietor of an already registered Health premises will have to apply for a ‘transfer of registration’ and a registration inspection is required.

Council will grant registration to the new proprietor and cancel the registration of the previous proprietor.

An optional request for Inspection and Report can be completed prior to settlement to identify outstanding non-compliances.
