Toolern Employment and Mixed Use Urban Design Framework and Revision of the Toolern Town Centre Urban Design Framework

Council is developing the Toolern Metropolitan Activity Centre and Employment and Mixed Use Urban Design Framework. The Metropolitan Activity Centre Urban Design Framework will be a revision of the adopted 2012 Toolern Town Centre Urban Design Framework(PDF, 29MB).

An urban design framework is a detailed planning and design document that will guide the future development of the town centre and provide the framework for assessing planning permit applications

Located in Cobblebank, this town centre will serve the region as the main hub for shopping, services, food and entertainment and will be similar to Sunshine and Broadmeadows town centres.

Right next door will be a future employment area featuring a range of uses including; office spaces, warehousing, big box retail and light industry.

Melton City Council commenced work in August, 2017 on the Toolern Employment and Mixed Use Urban Design Framework (UDF) and the revision of the adopted Toolern Town Centre UDF (2012).

Given the interdependencies of these two UDF areas, Council is running both projects concurrently over a period of 18 months with our consultant, Tract. The timeline below shows the five stages of the project process:

There will be a number of opportunities for landowners, stakeholders and the community to provide input to the development of the UDFs at key stages of the project. Updates of these opportunities will be posted on this page and promoted through other media.

Technical and Background Reports

As part of the Urban Design Framework (UDF) process, a background report is required in order to identify any issues and opportunities prior to beginning the UDF.

The Background report which can is accessible below was finalised in February 2018 and includes five appendices.

This stage included an initial workshop with stakeholders, landowners and occupiers as well as a community information session at the Western BACE on the evening of 21 November, 2017. The draft background report was available for public comment until 13 December 2017. 

As part of the development of the draft UDFs, a buffer assessment that assesses the industrial buffers of existing industries within both UDF areas was undertaken by Council. This work will inform the draft UDF documents and is acknowledged through an addendum to the Background Report (February 2018).

Draft Urban Design Frameworks

Following on from the completion of the Technical Reports and the Background Reports, Council and Tract Consultants are currently preparing two urban design frameworks:

  1. Revision of the adopted 2012 Toolern Town Centre UDF
  2. Development of the Employment and Mixed Use UDF

It is anticipated that the draft UDF documents will be released and consultation will occur, with Stakeholders and the community in early 2019.

Rockbank Urban Design Framework

Council in collaboration with the Victorian Planning Authority has commenced work on the Rockbank Major Town Centre Urban Design Framework.

An urban design framework is a detailed planning and design document that will guide the future development of the town centre and will provide the framework for assessing planning permit applications.

This town centre will be located near the Rockbank Train Station and serve the area as a hub for shopping, services, food and entertainment.

The project commenced in August 2017 and will be developed over the next 18 months by Melton City Council and our consultant, Tract. The timeline below shows the five stages of the project process:

Draft Urban Design Framework

Following on from the completion of the Technical Reports and the Background Report, Council and Tract Consultants have been consulting with landowners, stakeholders and the wider community towards developing the Final Draft Urban Design Framework .

The Consultation Period for the Draft Urban Design Framework(PDF, 12MB) will be held from 13 August – 21 September. During this period there will be a Community Information Session on 23 August from 5pm-8pm at the Rockbank Hall, 24 Old Leakes Rd, Rockbank VIC 3335.

Submissions can be made during the consultation period and must be in writing giving the submitter’s name and contact address, clearly stating what elements of the Draft Urban Design Framework is supported or opposed and indicating what changes (if any) the submitter wishes propose.

The closing date for submissions is 21 September 2018.
