Melton City Council is creating a purpose-built facility designed to grow and evolve with the needs of our community. The building will support the ongoing delivery of essential services, offering flexible spaces for both community organisations and commercial providers. With a strong focus on sustainability, the building is targeting a Green Star rating and will provide accessible, adaptable spaces that respond to the changing priorities of service providers and the people they support - now and into the future.

 

Location

The Cobblebank Community Services building will be located on a 0.6-hectare allotment in Hollingsworth Drive, Cobblebank Metropolitan Activity Centre — a thriving new urban precinct in Melbourne’s west. It will sit with the new Cobblebank Train Station, Cobblebank Stadium, the coming Melton Hospital and a significant retail and entertainment precinct at its heart.

Cobblebank Community Services building will sit adjacent to outdoor recreation, parks and civic facilities, a stone’s throw from the busy Cobblebank Village shopping centre and Cobblebank Train Station, connecting to a bus interchange which integrates with a bus network servicing the local community.

Concept

The building has been designed to provide a range of community services and private/commercial providers to meet the needs of our growing community and the broader region, it will deliver vital allied health and social support services.

Tenancy

Expressions of Interests are invited from community service organisations, along with private and commercial organisations, that may wish to be tenants.

Tenancies could include (but are not limited to) a broad range of health, community, education and human service accommodation needs from both not-for-profit and commercial providers, including service delivery, client consultation, shopfronts, social enterprise, café operators, office spaces, meeting and collaboration facilities, and education provision spaces.

Construction Update

Melton City Council is proud to have awarded Kane Constructions as the Head Contractor for the project. We’re excited to announce that construction is now officially underway.

February 2026 update

The project continues to progress strongly, with design works now almost complete and construction advancing.

Alongside the building milestones, Council has now moved into Phase 2 of the naming process, inviting the community to vote on the shortlisted names for the new facility. This month’s progress reflects both the physical development of the building and the important role the community is playing in shaping its identity. Phase 1 saw the highest voted naming theme as ‘Linking the name to place’ with over 57% of the votes!  

Officers recommended five names to be shortlisted for further community consultation. On 23 February 2026, those five names and one additional name, were endorsed by Council for consultation.

The six shortlisted names are:

  • Cobblebank Community Hub
  • Cobblebank Connect
  • Cobblebank Community Support Centre
  • Cobblebank Community Service Centre

Key Progress for February:

Design Updates:

  • Overall design is now 98% complete, with final documentation to be submitted at project completion
  • Draft commissioning plans have been prepared for review, and ongoing design coordination continues to support construction progress.

Construction Updates:

  • The final level suspended concrete floor slab has been poured
  • Installation of large Glulam timber beams to the Level 01 roof is complete
  • Structural steel is being fabricated and prepared for installation
  • High-level building services (such as air‑conditioning, electrical and plumbing) have commenced on Level 02
  • Wall framing has progressed on Level 01
  • External works have recommenced, including underground electrical works to prepare for the main switchboard and Powercor kiosk

 

FAQs

Why a Community Service building?

The need for the Cobblebank Community Services building arises from a lack of fit-for-purpose office accommodation in the City of Melton. Many health and community service providers have expressed difficulty in providing services in the City of Melton due to the lack of appropriate, co-located accommodation in central locations.

Council has taken the initiative to develop the Cobblebank Community Services building to provide fit-for-purpose office accommodation for health and community services as well as commercial tenants.

Why this location?

The Cobblebank Community Services building will be located close to the Cobblebank train station which is serviced by an integrated bus network. The building will be located within the Cobblebank Metropolitan Activity Centre, a thriving new urban precinct that will be home to the new Melton Hospital, justice and education precincts, and a significant retail and entertainment precinct at its heart.

How is the building being funded?

The building is funded by Melton City Council with support from the State Government through the Growing Suburbs Fund, along with Australian Government funding through the Thriving Suburbs Program. 

What sort of organisations are being sought as tenants?

Council is seeking a mix of tenants including health and community services as well as private/commercial providers. Council is looking for a range of service providers to address the current service gaps in the City of Melton to improve health and wellbeing outcomes for the community. Service gaps currently include services for family violence, mental health, disability, employment, alcohol and drug support, refugee support and culturally specific services for our Aboriginal and Torres Strait Islander communities and culturally diverse communities.

Is the building open to commercial tennants?

Yes. Community service organisations and private/commercial providers are being sought as prospective tenants. 

Has the design been finalised?

In July 2024, Melton City Council approved a masterplan for the Cobblebank Community Services building. Council has engaged DesignInc as the architect for the project and the design process is underway. The designs presented on this website are conceptual. Council will continue working with tenants who have expressed interest to ensure it meets their needs.

What is the project timeline?

7 May 2022: Expressions of Interest for tenancies open

24 June 2022: Expressions of Interest for tenancies close

March - June 2023: Consultation with prospective tenants

July 2024: Masterplan approved

2025: Construction process commences

Early 2027: Building opens 

What will the lease fees be?

The operating model will be developed based on a mix of competitive commercial rates and reduced rates for eligible community service providers to establish locally.

The operating business model is being developed, however, it is fully expected the commercial rates will be competitive against the market rates for the local Melton area, which means community service agencies can be assured of leasing terms well below what would be paid in a non-Council subsidised building.
