Western Plains South Green Wedge Management Plan and Planning Scheme Review Implementation
The Amendment implements recommendations from the Western Plains South green Wedge Management Plan (2024) and the Melton Planning Scheme Review (2024).
The Western Plains South Green Wedge Management Plan (2024) and its background report went through extensive consultation during 2018, 2019, and 2023, and now public consultation for this amendment C245melt provides an opportunity for feedback on proposed specific planning scheme changes recommended from that Plan and the Melton Planning Scheme Review (2024).
What we are proposing
These are mostly changes to rural planning provisions including local policy identifying priority areas for agriculture, tourism and cyclist and pedestrian trails, a single high-level strategy for each green wedge precinct area, and changes to earthworks permit triggers, as well as making some rural zone mapping easier to understand, and updating statistics, facts, and lists of background and reference documents and potential further future strategic work.
The changes can be summarised as follows:
- Amending zoning maps to replace Areas A and B in the Green Wedge Zone and Farming Zone with Schedules 1 and 2 to each. This is a policy neutral change, with no changes to what each area allows, to simply make visual use of the mapping easier.
- Amending population statistics to update them to reflect more recent data, and simply adding a mention of the existence of the local Registered Aboriginal Parties.
- Amending local policy to acknowledge priority areas for agriculture, tourism, and pedestrian and cycling trails identified in the Western Plains South Green Wedge Management Plan (2024) and making it a relevant policy document.
- Adding the above-mentioned Plan to the clause listing relevant background documents.
- Implementing two new clauses with a basic high-level strategy for each precinct in the North and South Green Wedge Areas.
- Updating the clause listing future further strategic work needed to reflect the creation of that plan, and to include further strategic work recommendations identified in the Melton Planning Scheme Review (2024), and remove redundant (completed) work.
- Adding a planning permit trigger for the dumping of over 100 cubic metres of fill, across the following rural zone schedules:
- Green Wedge Zone Schedules 1 and 2
- Farming Zone Schedules 1 and 2
- Green Wedge A Zone
- Rural Conservation Zone 1, 2, 3 and 4.
- Amending both existing permit triggers for works which alter the flow of water across a property boundary, and the trigger for works which increase saline water discharge, across the following rural zone schedules:
- Green Wedge Zone 1 and 2
- Farming Zone 1 and 2
